India's Power Capex Hits ₹8.5 Lakh Crore Through 2030—But NTPC & POWERGRID Are Priced for Perfection

26 Oct 2026·8 min read·Free Report

30-second version

  • 1.India's energy transition is real: NTPC alone targets 136 GW renewables by FY37, POWERGRID capex accelerating to ₹60,000 Cr+ annually, coal still provides 73% of installed capacity but is decelerating. But valuations have priced in a decade of flawless execution with zero disruption—NTPC at 22× PE, POWERGRID at 18×, against 5-year historical averages of 16× and 14× respectively.
  • 2.Institutional money is front-running the narrative: Citi upgraded NTPC and Tata Power, FII flows into ADANIGREEN hit record highs (₹2,200 Cr inflow YTD), and RBI rate cut bets have collapsed capex financing costs. Problem: this positioning leaves the sector vulnerable to two shocks—either a reversal in rate-cut expectations or execution delays on the ₹8.5 lakh crore capex pipeline.
  • 3.The entry point is wrong for most: NTPC at ₹298.5 offers 5.2% FY27E dividend yield but zero upside to earnings per share growth if capex ROI deteriorates or renewable PLF comes in below 35%. POWERGRID is cheaper on ROIC terms (15.2% historical) but carries duration risk—every 50 bps in rate hike wipes ₹8-10 per share. ADANIGREEN is the only name with genuine optionality, but at 1,226.6, only works if green capex acceleration justifies 45× EV/EBITDA.

01What's happening

India's power sector entered a structural capex supercycle in FY26 that is now accelerating into FY27. NTPC reported record Q2 FY27 profit of ₹5,847 crore (up 18% YoY), driven by capacity utilisation hitting 92% and coal generation still contributing 71% of EBITDA—but management guided to 136 GW renewable capacity by FY37, requiring ₹2.2 lakh crore capex investment. POWERGRID's capex approval has been hiked to ₹60,000+ crore annually to handle grid evacuation and renewable integration, with transmission line additions targeting 1,500+ circuit km per quarter. Tata Power added 1,200 MW renewable capacity in H1 FY27, crossing 5 GW installed renewables. ADANIGREEN hit ₹1,631.5 in October (52-week high), on the back of 6.7 GW order pipeline and RBI rate-cut tailwinds slashing weighted average cost of capital (WACC) on project financing from 9.2% to 7.8% YoY. Coal India's offtake to power sector fell to 286 MT in Q2 FY27 (down 4.2% YoY), the first sustained quarterly decline in three years, signalling genuine modal shift away from captive coal. Suzlon order inflows hit ₹8,900 crore in H1 FY27 (vs ₹6,200 crore in H1 FY26), benefiting from PLF improvements in wind zones and capex acceleration by utilities.

02Why this matters for your portfolio

This is not speculative renewable growth—it is mandated capacity addition. The National Electricity Plan targets 500 GW renewable capacity by FY32 (currently at 206 GW), requiring ₹8.5 lakh crore capex through 2030. For equity investors with a 2-3 year horizon, this creates three hard tailwinds. First, dividend growth: NTPC's dividend payout is likely to rise from current 85% of PAT to 90%+ by FY29, as capex as a percentage of revenue peaks and normalises. At current dividend yield of 5.2%, a ₹5 per share annual hike compounds to 7%+ total return for patient holders. Second, ROE expansion in transmission: POWERGRID's 15-year average ROCE has been stuck at 14.2%, but grid capex intensity (capex as % of revenue) is rising from 32% to 38%, which typically compresses near-term returns but structures 20%+ ROCE by FY30 as this capex matures. Third, renewable exposure normalisation: NTPC's renewable EBITDA margin is currently 32% (vs coal at 38%), a 600 bps gap that narrows to 200 bps by FY29 as renewable PLF reaches 38% and capex per MW drops 12% (scale effect). The sector earns a structural 12-15% earnings CAGR through FY30, well above nominal GDP growth, because capex cycles reset economics.

05Contrarian take

The bear case — what the bulls are missing

Here's what the bulls are missing: NTPC and POWERGRID are priced for a benign capex execution environment that does not exist. NTPC's capex guidance of ₹2.2 lakh crore over 12 years assumes project delivery timelines improve 18% vs the past 8 years (actual average slippage: 14-22 months per mega-project). If land acquisition, environmental clearances, or supply chain delays push renewable projects back by just 2-3 years, FY30 renewable capacity falls to 110 GW instead of 136 GW, crushing incremental EBITDA by ₹3,200-4,100 crore and shaving 15-18% off terminal value. Second, the financing cliff is real: POWERGRID's capex is predicated on a 50-year average cost of capital of 7.8%; a 100 bps rate hike (back to RBI neutral of 6.5%) instantly wipes 8-10% off WACC-dependent valuations for transmission projects. RBI's current rate-cut cycle is priced as fully completed, but inflation is still 6.3% and core inflation 5.2%—there is no 200 bps cut left, and most is already priced in. Third, renewable margin compression is being underestimated: Suzlon and other OEMs have cut wind turbine costs 22% YoY, forcing utility-scale solar to follow (LCOE now ₹2.1 per kWh vs ₹2.8 in FY25). NTPC's renewable capex per MW ($1.1M) has to fall another 18% to meet FY37 targets, which means renewable EBITDA margins stay compressed at 32-34% instead of inflecting to 40%+. For POWERGRID, every 100 bps rate hike also escalates transmission capex returns: a ₹50,000 crore transmission project that yielded 14% IRR at 7.8% WACC now yields only 11.2% at 8.8% WACC—that's a margin miss that regulators will fight, delaying tariff hikes and suppressing equity returns.
